California's State Controller says it plainly on their own claim page: "Help avoid delays with your claim by including all required documentation." That is the whole game. The clock does not really start until your package is complete, which is why one missing document is not a delay, it is a restart.
Their published timing: the law allows up to 180 days to review a complete claim package. A property owner claim involving only cash may be processed in as little as 30 to 60 days. Claims filed by heirs, claims with multiple owners, and business claims are generally processed within the 180 day period. Other states run their own clocks, but the pattern holds everywhere: simple and complete moves, complicated or incomplete waits.
